• The Manual on Uniform Traffic Control Devices lists three pedestrian-related situations in which right turns on red (RTOR) should be restricted, including where:
    • An exclusive pedestrian phase exists
    • Right turns on red produce significant conflicts with pedestrians
    • Most pedestrians are children, elderly, or have disabilities
  • Restricting RTOR can mitigate motorist – pedestrian/micromobility user conflicts and increase the likelihood that motorists will stop before turning right at an intersection. The most effective restrictions are those which are implemented for defined time intervals (e.g., 6:00 am – 6:00 pm).
  • Signs need to clearly communicate when the ROTR restrictions are in effect.
