• Pedestrian-activated beacons are critical for alerting motorists that pedestrians are in the crosswalk or preparing to enter the crosswalk. Figure 28.1 is a decision tree for selecting the appropriate treatment (i.e., pedestrian hybrid beacons (PHBs) or rectangular rapid flashing beacons (RRFB)) at uncontrolled, marked crosswalks. Pedestrian hybrid beacons should be considered on roads where the speed limit is > 40 mph.
  • Figure 28.1 provides first-order guidance. Final decisions about treatments should also consider engineering studies, crash history, traffic engineering warrants, and engineering judgment. Designers need to make sure that road users will accurately interpret displays and flashing light patterns before implementation.
